what happens
Lyle Bolton, Arkham's former chief of security, becomes the vigilante Lock-Up and kidnaps Commissioner Gordon and Mayor Hill, seeing them as the cause of rampant crime in Gotham City.
nobody has mapped this one
We draw an episode's shape from public discussion of it, and there isn't enough about this one to draw anything honest. Forty-five seconds with the dial and it has a curve.
